Beat butter, sugar and vanilla until light and fluffy. Slowly add flour; beat on low speed until well blended. Chill dough.
Remove foil from Hershey's Kisses®.
Using about 1 Tbsp of dough, shape it around a Hershey's Kiss® and roll to make a ball. Be sure to cover the kiss completely. Place on ungreased Heirloom Cookie Sheet. Bake at 375 degrees for 12 minutes or until cookies are set but not brown. Remove immediately from cookie sheet. Cool completely.
Roll in powdered sugar; let set for a while and then roll in powdered sugar again for a thorough covering.
